This is a controller circuit for a wind turbine.

What is the usage of IC dual opamp LM1458, voltage regulator 9V100mA , preset pot 100K cermet and preset potentiometer 10K cermet.
If I want to build this circuit, how to connect to the ground as shown in this circuit? Where to connect the wire to the DC input from the wind turbine? The LEDs indicates what?

The op amps are configured as comparators. Pins 2 and 6 are set to a reference voltage of 4.5 volts. The reference voltage comes from the 9 volt regulator and resistor divider ( the 2 ten k ohm resistors) connected to the regulator. The circuits are pretty much identical,when the battery charge voltage reaches a certain level the 10K pots on pins 3 and 5 of the LM1458 set the trip point where the op amps will turn on the transistors which will close the relays they are connected to. The relays will allow the load resistance to lower the output voltage. The 100 k pots provide positive feedback to the op amps so that the relays stay on and don't chatter (go on and off) for a battery voltage neat the trip point. Without positive feedback the relay will turn on inserting the load resistor, this will cause the voltage to fall and the op amp would turn off again, the output voltage would rise and the relay would kick in again. This would repeat continuously without the positive feedback the provided by the 100K ohm resistors.
The two op amps are set for different kick in voltages. The negative side of the battery is the circuit ground. The wire from the wind turbine would go to battery positive. The LED's indicate that the relay have turned on and the load is connected to the battery. I hope you have the information on how to set the 10K trip pots and 100K feedback pots
